So, if the Good News is that powerful and available to everyone, why isn't the whole world happy?

Because we are each born with the deception that "I am the center of the universe", and that "my way" is the best way. In a picture -- if God's way is the target, we haven't just slightly missed the bull's eye. We haven't even shot to the right or left of the target. With all our efforts, we haven't even reached the target -- and on our own, we never will! See what Romans chapter 3 verse 23 says.

22 even the righteousness of God through faith in Jesus Christ for all those who believe; for there is no distinction;

23 for all have sinned and fall short of the glory of God,

24 being justified as a gift by His grace through the redemption which is in Christ Jesus;
